FY13 Core Request — $48 billion
President Obama released his FY13 request on February 13th, 2012. Obama’s allotment for the International Affairs Budget has the base spending at $56.2 billion with $8.2 billion in the Overseas Contingency Operations (OCO) account.
FY12 Core Enacted – $43.7 billion
On December 17, Congress approved $54.9 billion for the FY12 International Affairs Budget, $43.7 billion in base “core” spending and $11.2 billion for the Overseas Contingency Operations (OCO) account.
FY12 Core Request — $53.0 billion
On February 14, the President released his FY12 request for the International Affairs Budget that included $53.1 billion in a “core” account for ongoing operations and $8.7 billion in a new “Overseas Contingency Operations” account for temporary and extraordinary costs for Iraq, Afghanistan and Pakistan. The core request level reflects a 3% increase over FY10 enacted levels.
FY11 Enacted — $50.1 billion
The final FY11 spending agreement (H.R. 1473) cut $38.5 billion from FY10 spending levels, including $6.5 billion from the International Affairs Budget. The funding level for the International Affairs Budget is an 11.4% cut from FY10 enacted levels and 14.7% from the President’s FY11 request.
FY10 Enacted — $56.6 billion
The FY10 enacted total includes $51.1 billion in base appropriations, $3.7 billion from the “war and disaster” supplemental and $1.8 billion in “forward funding” allocated during FY09. (One-time allocations such as Haiti disaster supplemental are not included.)
