Bipartisan Congresswomen, National Security Leaders, Join Launch of New Plan to Modernize U.S. International Assistance

WASHINGTON, DC – At a high-powered bipartisan event Thursday on Capitol Hill, featuring Reps. Young Kim (R-CA-40) and Lois Frankel (D-FL-22), the U.S. Global Leadership Coalition released a new addendum to the well-received “Blueprint for America to Win in the World” with fresh content on how to reform and modernize international assistance to deliver on American interests.

Based on input from some of the most respected national security experts, retired military leaders, and lawmakers across the political spectrum, including top leaders who served in President Trump’s first Administration, “The Road to a Safer, Stronger, and More Prosperous America” offers a path to outcompete China and other rivals; stop disease, drugs, and terror from reaching our shores; secure critical minerals and improve supply chains for economic growth; and project the best of America’s values.

Reps. Kim and Frankel were joined by U.S. Air Force Ret. Lieutenant General Jon “Ty” Thomas, Deputy Commander of Pacific Air Forces (’20-’21); Andrea Thompson, Undersecretary of State for International Arms Control and International Security Affairs (’18-’19); Dr. Bill Steiger, former Chief of Staff for the U.S. Agency for International Development (’17-’21); Michelle Nunn, President & CEO of CARE; and Sahra English, Managing Director of Global Government Affairs at CITI. The briefing was hosted in conjunction with the bipartisan Congressional Caucus for Effective Foreign Assistance.

“We all share a common understanding: America must lead, not retreat, in a world that has higher stakes than any that we’ve seen,” said Rep. Young Kim. “We live in a time where economic security is national security. USGLC’s top recommendation in this blueprint is right on—we must unleash the private sector and provide them a meaningful seat at the table.”

“Smart investments in international assistance advance America’s security and economic future,” said Rep. Lois Frankel. “They help prevent conflicts, create new markets, stop disease before it reaches our shores, and counter the growing influence of China, Russia, and Iran. USGLC’s leadership underscores just how vital this work is to keeping America safe and competitive.”

“America wins when we lead,” said Liz Schrayer, USGLC President & CEO. “USGLC has always led with the ethos that international assistance should be effective, transparent, and accountable and this new Blueprint addendum provides fresh ideas to meet this moment. We are already seeing Members of Congress and Administration officials incorporate these ideas at a time when we have a significant opportunity to drive meaningful reforms that deliver for the American people—from unleashing the private sector and expanding negotiated agreements, to ensuring burden sharing and prioritizing life-saving assistance.”
