International Affairs Budget Update, 3-13-13

Following the House release of its FY14 budget resolution yesterday, this afternoon Senate Budget Committee Chair Patty Murray (D-WA) released the FY14 Senate Budget Resolution. The proposal, which will be marked up in the Committee tomorrow, provides $45.6 billion in base funding for the International Affairs Budget.  This represents a 9.6% increase ($4 billion) from FY13 sequestered levels and 4.3% ($1.9 billion) above FY12 levels. The Senate funding level is 18% ($6.9 billion) higher than the level proposed in the House budget resolution.

In the budget proposal, Chairwoman Murray affirmed the importance of diplomacy and development to U.S. national security, saying, “Any forward-looking national security strategy that will succeed in the 21st century must include robust involvement from the State Department and utilize all the tools of statecraft to achieve our national security goals.”

More details, including policy recommendations contained in the budget resolution for International Affairs programs, have yet to be released. We will provide a more detailed analysis of the House and Senate budget resolutions later this week, as well as any late-breaking details related to tomorrow’s Committee markup.  The House Budget Committee is expected to complete its markup of its FY14 budget resolution late tonight.
