Rachel Hugman, Deputy Government Relations Director

Rachel serves as the Deputy Government Relations Director of the USGLC.  Rachel’s most recent professional experience was serving as Legislative Advisor for the Bureau for Europe and Eurasia at USAID. Previously, Rachel served as Special Assistant to the President at U.S. Institute of Peace, Legislative Director for Representative Conor Lamb of Pennsylvania and Legislative Assistant for Representative Michelle Lujan Grisham of New Mexico. She has experience in political campaign consulting and served as the Aide to Chambers to Supreme Court Associate Justice Ruth Bader Ginsburg. Rachel is a native of Texas and earned her Master’s Degree in Public Administration focusing on international security policy from Columbia University’s School of International and Public Affairs.
