Julia Ellings

Julia Ellings, Democracy and Security Fellow

Julia serves as the Democracy and Security Fellow of the USGLC. Prior to joining, Julia served as a Senior Program Coordinator at the McCain Institute, where she managed the Ukraine portfolio. Previously, she worked for the House Foreign Affairs Subcommittee on Europe, Energy, the Environment, and Cyber, liaising with government agencies, foreign embassies, and interest groups to develop legislation. Julia earned a MPhil in Russian and East European Studies from the University of Oxford, where she was the vice president of the Ukrainian Society, and B.A. in government from Georgetown University. She is proud of her advanced-level Ukrainian language proficiency and enjoys practicing yoga in her free time.
