The testimony highlighted that every $1 spent on conflict prevention saves $16 in response costs, while U.S. international assistance generates billions for American farmers and creates new export markets. With 23 Latin American countries now part of China’s Belt and Road Initiative, Schrayer emphasized that strategic diplomatic and development investments are essential for America to remain competitive globally and advance a modern “Peace Through Strength” approach.
