WASHINGTON, DC – Liz Schrayer, President and CEO of the U.S. Global Leadership Coalition (USGLC), released the following statement on reports that the Millennium Challenge Corporation (MCC) is being significantly dismantled:
Since being created by a Republican President over two decades ago, MCC has been championed by bipartisan Members of Congress and for good reason: it delivers results. I am certain that as America all but shuts down this small, but effective agency, pulling down all contracts from strategic regions in the world, China, Russia, and our other rivals are jumping with joy.
Unilaterally taking this proven and effective tool off the playing field makes absolutely no sense.
MCC was established to “support stability and prosperity in partner countries all while furthering American interests” and its model includes benchmarks and measurements that country recipients must meet to receive aid. Furthermore, MCC’s compact negotiations insist recipient countries have “skin in the game” with their own investments for their citizens, alongside U.S. assistance, as well as reforms from anti-corruption to pro-business friendly policies. These are policies we want to emulate throughout our assistance programs, not shut down.
Consistently recognized as the world’s most transparent, accountable, and effective aid agency, MCC has the exact ingredients to ensure U.S. international assistance programs are delivering for the American people.
Next week, we look forward to sharing USGLC’s Blueprint for How America Wins in the World, a set of practical reforms for how international assistance can continue to deliver for the American people. Number one on our list is to expand some of the very elements of the MCC compact model because they deliver for America.
