WASHINGTON – Alongside world leaders gathered in New York for the United Nations General Assembly, U.S. Global Leadership Coalition (USGLC) President and CEO Liz Schrayer unveiled USGLC’s new Blueprint for Effective International Assistance today at the Annual Concordia Summit (watch here).
Following a significant restructuring of U.S. international assistance over the past 18 months, the new Blueprint identifies five core principles for effective international assistance—and five approaches to leave behind. It builds on USGLC’s previous recommendation to strengthen America’s civilian tools of global leadership, including last year’s Blueprint for America to Win in the World and Blueprint Addendum.
“Over the past 18 months, one point has come through clearly in our conversations with Congressional leaders, Administration officials, and stakeholders across our bipartisan coalition: effectiveness must be at the center of U.S. international assistance,” said USGLC President and CEO Liz Schrayer. “This Blueprint offers practical starting points—five principles to build on, five approaches to leave behind, and examples of what works—so these programs can continue to advance America’s interests and deliver results for the American people.”

The Blueprint points to emerging and established models of effectiveness in action—from U.S. global health programs that helped contain nearly 250 disease outbreaks across more than 40 countries in the past two years, to strategic economic corridors strengthening critical mineral supply chains, and public-private partnerships mobilizing American capital and innovation.
With dozens of commissions and reports expected to release recommendations on the future of U.S. international assistance in 2027, USGLC will follow with its signature Report on Reports to identify where the strongest consensus has emerged and elevate the best ideas for what comes next.
