Jim Richardson, National Outreach Director

Jim Richardson serves as the National Outreach Director at the U.S. Global Leadership Coalition (USGLC), bringing 25 years of experience in U.S. national security, foreign policy, and congressional operations. He previously served as Chief of Staff and Chief Operating Officer to the 70th Secretary of State, Mike Pompeo, where he directed operations across multiple global entities and served as Executive Chairman of The Pompeo Foundation. Prior to his time at the State Department, Jim was the Director of the Office of Foreign Assistance, serving as the Secretary’s principal adviser on a $35 billion global investment portfolio across 120 countries. Notably, he directed the $1.6 billion “America’s Response to Outbreaks” framework during the COVID-19 pandemic. Jim also led large-scale organizational change as the Transformation Coordinator at USAID, re-architecting nearly 100 country strategies. His extensive legislative background includes serving as Chief of Staff to then-Congressman Mike Pompeo and holding senior roles with Members on the House Defense Appropriations Subcommittee and the Senate Foreign Relations Committee. Jim holds a Master of Science from Missouri State University and a Bachelor of Science from Evangel University, and is a graduate of the U.S. Air Force Air Command and Staff College.
