“Throughout his tenure in the Senate, Secretary Designate Kerry has played an essential role in life-saving initiatives, such as the President’s Emergency Plan for AIDS Relief (PEPFAR), and helping to shape reforms to ensure effective foreign assistance.  He has been an outspoken supporter of the need to build our civilian capacity and will certainly be a great advocate for the State Department, USAID, and our other civilian agencies.
