Xavier Becerra serves as Secretary of Health and Human Services.
Previously, Becerra served as California’s Attorney General. He also represented California’s 34th District in Congress from 1993 to 2017, where he served as Assistant to the Speaker of the House and Chairman of the Congressional Hispanic Caucus.

On Global Health: In Congress, Becerra was a strong supporter of global health initiatives, saying that U.S. investments in PEPFAR “[send] a strong message that America is committed to leading this fight.”
On the Return on Investment of Global Leadership: Becerra additionally has expressed support for America’s development and diplomacy programs, saying that “America will enjoy an enormous return-on-investment through the strengthened alliances, enhanced security, and improved international good will that these efforts will yield.”
On Climate Change: Becerra has spoken on the global dimensions of the climate crisis, noting “Climate change is a real and urgent threat. We need to get serious and we cannot act alone to confront the global threat we face.”
