FY 2014 Timeline

  • March 12, 2013 – House Budget Committee Chairman Paul Ryan (R-WI) releases FY14 House Budget Resolution.  The plan provides $38.7 billion in base funding for the International Affairs Budget.  This represents a 7% cut (-$3 billion) from FY13 levels.
  • March 13, 2013 – House Budget Committee approves its FY14 Budget Resolution in a 22-17 vote.
  • March 13, 2013 – Senate Budget Committee Chairwoman Patty Murray (D-WA) releases the FY14 Senate Budget Resolution, providing $45.6 billion in base funding for the International Affairs Budget.  This represents a 9.6% increase ($4 billion) from FY13  levels and is 18% ($6.9 billion) higher than the level proposed in the House budget resolution.
  • March 14, 2013 – Senate Budget Committee approves its FY14 Budget Resolution in a 12-10 vote.
  • March 21, 2013 – House passes FY14 Budget Resolution (H. Con. Res. 25) by a vote of 221-207.
  • March 23, 2013 – Senate passes FY14 Budget Resolution (S. Con. Res. 8) by a vote of 50-49, after defeating several International Affairs cutting amendments.  USGLC sent a letter to Senators signed by co-chairs of USGLC’s National Security Advisory Committee urging opposition to cutting amendments.
  • April 10, 2013 – President Obama releases the FY14 Budget Request, requesting $52 billion for the International Affairs Budget.
  • May 21, 2013 – House Appropriations Committee approves its FY14 302(b) allocations, providing $40.6 billion for the State-Foreign Operations.
  • June 20, 2013 – Senate Appropriations Committee approves its FY14 302(b) allocations, providing $50.6 billion for State-Foreign Operations.
  • July 19, 2013 – House State-Foreign Operations Appropriations Subcommittee approves FY14 State-Foreign Operations Appropriations bill, providing $40.6 billion for State-Foreign Operations—a 20% cut from FY13 sequestered levels.
  • July 23, 2013 – Senate State-Foreign Operations Appropriations Subcommittee approves its FY14 State-Foreign Operations Appropriations bill, providing $50.6 billion for State-Foreign Operations—roughly flat compared to FY13 sequestered levels.
  • July 24, 2013 – House Appropriations Committee approves the FY14 State-Foreign Operations Appropriations bill. The House provides a total of $41.9 billion for the International Affairs Budget, 19% below FY13 sequestered levels.
  • July 25, 2013 – Senate Appropriations Committee approves its FY14 State-Foreign Operations Appropriations bill. Combined with International Affairs funding in the Agriculture Appropriations bill, the Senate provides a total of $52.2 billion for the International Affairs Budget, effectively flat compared to FY13 sequestered levels.
  • August 1, 2013 – House Foreign Affairs Committee approves FY14 State Department and Embassy Security Authorization Act, providing $15.4 billion for a subset of the International Affairs Budget covering State Department operations and embassy security. The total authorization level of $15.4 billion is about 9% less than provided for FY13 but only 2.3% below the Administration’s FY14 request

  • FY14 House Budget Resolution (H. Con. Res. 25) – House passed 221-207, March 21, 2013
    • Alternative FY14 Budgets (all failed March 20, 2013):
      • House Democrats, which provided $45.6 funding for the International Affairs Budget; Failed 165-253;
      • The Republican Study Committee, which provided an estimated $37 billion for the International Affairs Budget; Failed 104-132;
      • The Congressional Black Caucus, which provided $49.6 billion for the International Affairs Budget; Failed 105-305; and
      • The Congressional Progressive Caucus, which provided an estimated $56.6 billion for the International Affairs Budget; Failed 84-327.
  • FY14 Senate Budget Resolution (S. Con. Res. 8) – Senate passed 50-49, March 23, 2013
    • Amendments to FY14 Budget Resolution (all failed March 22, 2013):
      • Senator Rand Paul (R-KY) amendment to cut the International Affairs Budget by $15 billion (33%); Failed 26-72;
      • Senator Paul substitute that would balance the budget in five years and freeze foreign aid at $5 billion; Failed 16-81;
      • Senator Ted Cruz (R-TX) amendment to reduce aid to Egypt; Failed 25-74; and
      • Senator Cruz amendment to prohibit funds for the United Nations (UN) while any member nation forces involuntary abortions; Failed 38-61.
  • Electrify Africa Act (H.R. 2548) – introduced on June 28, 2013 by Reps. Ed Royce (R-CA), Eliot Engel (D-NY), Karen Bass (D-CA), and Chris Smith (R-NJ).
  • Foreign Aid Transparency and Accountability Act (H.R. 2638) – introduced on July 10, 2013 by Rep.s Ted Poe (R-TX) and Gerry Connolly (D-VA).
  • Foreign Aid Transparency and Accountability Act (S. 1271) – introduced on July 10, 2013 by Senators Marco Rubio (R-FL) and Ben Cardin (D-MD).
  • FY14 State Department and Embassy Security Authorization Act (H.R. 2848) – approved by the House Foreign Affairs Committee on August 1, 2013.
  • Water for the World Act (H.R. 2901) – introduced on August 1, 2013 by Rep. Earl Blumenauer (D-OR) with 12 bipartisan cosponsors.
  • PEPFAR Stewardship and Oversight Act (S. 1545) – signed into law on December 2, 2013.  The bill had been passed by the House by voice vote on November 19, after being passed by unanimous consent in the Senate the previous day.
