Highlights of House FY10 State, Foreign Operations Appropriations Bill

Despite working with an allocation $3.2 billion less than the President’s request, the House Appropriations Committee was able to exceed or fully fund many programs and accounts of particular priority to both the Executive and Legislative branches. The Committee was aided by utilizing about $1.8 billion of “forward funding,” enacted earlier in the FY09 Emergency Supplemental, as offsets to cover gaps in several accounts for which the Appropriators could not meet the FY10 request. 

Among Administration priorities met in the FY10 State, Foreign Operations bill are: 

Civilian Capacity Building – Funding provided by the House Appropriations Committee will add about 1,000 new staff for the State Department and roughly 300 at USAID. This keeps President Obama’s plan on track to increase State Department Foreign Service Officers by 25% by 2013 and to double the number at USAID by 2012. 

Afghanistan and Pakistan Assistance – Under the Committee-reported bill, Afghanistan receives about $2.7 billion in non-military assistance and Pakistan $1.3 billion. Both are slightly below the FY10 request, although each received increased amounts in the FY09 Supplemental, making up much of the shortfall. 

Global Challenges – The Administration highlighted four global needs in its FY10 request, seeking significant increases for food security and climate change and more modest increases for education and health. The House Appropriations measure meets or exceeds the President’s proposals in several areas, and adds some of their own priorities while paring back in two areas: 

  • Basic Education — $1 billion, $19 million higher than the request
  • Higher Education — $200 million, $12 million above the President’s request
  • Global Health — $7.8 billion, $189 million above the President’s request, of which:
    • Maternal and Child Health — $528 million (+$4.5 million)
    • Reproductive Health — $520 million (+$45 million)
    • Malaria — $585 million (as requested)
    • Tuberculosis — $252 million (+$79 million)
    • Bilateral HIV/AIDS — $5 billion (as requested)
    • Global HIV/AIDS Fund — $750 million (+$150 million) (Including Labor-HHS funds, Global Fund totals $1.05 billion)
  • Biodiversity — $200 million (+$17 million)
  • Microenterprise — $265 million (+$99 million)
  • Water — $310 million (+$127 million) 

For two global challenges representing high priorities of the Administration, the Committee bill significantly reduces levels for FY10.

  • Food Security and Agriculture Development — $1 billion (-$363 million). Because of the large amounts of food security support planned for Afghanistan and Pakistan, it is likely that Africa and Latin America would see planned agriculture allocations decline.
  • Climate Change — $485 million for bilateral programs (-$51 million) and $300 million for two multilateral funds (-$300 million) 

Peace Corps – Although during his campaign President Obama discussed doubling the Peace Corps by 2011, his FY10 budget did not seek the necessary increase to be on track to meet this goal. The House Appropriations measure, however, takes a significant step towards expanding the Peace Corps by providing $450 million, $77 million above the request.
