Earlier this month, House Budget Committee Chairman Paul Ryan (R-WI) delivered a major foreign policy address, laying out a clear vision of America as a leader in the world. Speaking to the Alexander Hamilton Society, Chairman Ryan said “A world without U.S. leadership will be a more chaotic place.
