The House Foreign Affairs Committee this week began circulating a draft version of The Global Partnerships Act of 2010, legislation which would replace the complex and outdated Foreign Assistance Act of 1961. The discussion draft includes the preamble to the bill, as well as pieces of the first section on Reducing Global Poverty and Alleviating Human Suffering. It proposes new language concerning the overarching goals and approaches of U.S. development efforts, mandates a United States Strategy for Global Development and other country and sector strategies, establishes a Development Policy Committee with a chairman reporting directly to the President, and directs all agencies engaging in development to engage in rigorous monitoring and evaluation practices.  The remaining draft sections of the bill will be released in the coming weeks.
