Yesterday, House Majority Leader Steny Hoyer confirmed what USGLC has been speculating for some time – there will be no budget resolution this year.  Instead, the House will work to pass (later this week or next week) a separate “deeming resolution,” likely added to the FY10 supplemental, which would establish an overall discretionary spending cap for FY11.  The Senate will likely follow the House’s lead in adopting a budget deeming provision.  This action will now allow the Appropriations Committees to quickly announce the all-important 302(b) allocations for FY11.  In fact, it’s possible that the House’s State-Foreign Operations Appropriations Subcommittee will markup its FY11 bill next week.
