This morning the Chairman of the House Foreign Affairs Committee, Howard Berman, told an audience at the Center for American Progress that foreign assistance reform will continue to be a top priority of his, but that real movement of legislation will likely not happen until next year.  He highlighted the growing bipartisan interest that exists in both the House and the Senate and further emphasized that foreign assistance is essential to national security and foreign policy success.  Berman and his staff have been working on a rewrite of the outdated Foreign Assistance Act of 1961. He noted that they are focusing this year on educating other Members of Congress about these issues, increasing support from Republicans, and working to coordinate efforts with the Administration around the PSD and QDDR.
