Thanks for your question. We use OMB’s definition, which is the budgets for DOD, Energy (defense/nuclear component), Homeland Security, Veterans, and Int’l Affairs. As a reference, you can visit http://www.whitehouse.gov/omb/budget/fy2011/assets/tables.pdf. Look at page 30 (of the PDF, not of the document) — it separates out the “150 functions” in the top part of the table.
