What’s Changing for the IAB?
Signaling growing concern among voters and policymakers over the budget deficit and federal spending, President Obama is poised to call for a three-year freeze on overall domestic discretionary spending. The proposal will be officially announced tomorrow, most likely in the State of the Union address, and detailed in the President’s FY 2011 budget submission to Congress on Monday. The International Affairs Budget, which together with defense, homeland security, intelligence and veteran programs comprises the “national security budget,” is not part of the proposed budget freeze. However, elements of the President’s budget proposal will encounter strong resistance on Capitol Hill as lawmakers grapple with differing domestic and international spending priorities.
