Development is taking center stage in Washington today as Rajiv Shah emerges as the point man to begin coordinating the U.S. response to the devastating earthquake yesterday afternoon in Haiti.  Busy in the situation room at the White House and on every major news show this morning, the newly sworn-in USAID Administrator said the President has asked for a “whole-of-government” response to the crisis. This is a good indication that Shah and USAID may be given a seat at the table in matters of national security.
