The House is expected to vote today on the $446.8 billion FY10 Omnibus bill, which would fund, with the exception of the Defense Department, all agencies that still await passage of their 2010 appropriations. The Omnibus measure includes the $48.76 billion FY10 State, Foreign Operations bill, the largest component of the International Affairs Budget. The Senate is planning to take up the bill starting tomorrow, with the hope of a final vote taking place on Sunday. The agencies included in the Omnibus are operating under a continuing resolution, which expires Dec. 18. Should Congress not complete the FY10 process by next week, another CR may be necessary.
