House and Senate negotiators agreed yesterday on the contents of the FY 2010 Omnibus Appropriations bill, including the all-important State, Foreign Operations Appropriations bill.  The State, Foreign Operations measure totals $48.765 billion, splitting the $100 million difference between the House and Senate recommended funding levels.  Among the funding increases included in the bill are provisions enabling the State Department and USAID to hire a total of 1,000 additional Foreign Service Officers.  The USGLC will be providing a more detailed summary of the bill shortly.  In other news, USAID nominee Rajiv Shah was voted unanimously out of the Senate Foreign Relations Committee yesterday, and confirmation by the full Senate is anticipated soon.
