Congress returns today from its Thanksgiving recess, with just three weeks before the end of the legislative year. One of the primary items on their “to do” list is completion of the seven remaining appropriations bills for fiscal 2010 – including the State-Foreign Operations bill. An omnibus appropriations bill will be needed to accomplish that task.  Also, USAID nominee Rajiv Shah’s confirmation hearing before the Senate Foreign Relations Committee is scheduled for tomorrow, at 10 a.m. in the Senate Dirksen Building, Room 419. Finally, President Obama will be addressing the nation tomorrow announcing his Afghanistan policy, which involves sending 30,000 additional troops.
