Word is now that the State, Foreign Operations Appropriation bill, along with Financial Services and Labor-HHS-Education, will indeed be rolled into a year-end minibus.  Staff in the House and Senate are currently working out differences in the bills between the two houses.  A final decision on whether or not to do a minibus will not come until after Thanksgiving, but the goal is to finish before the Dec. 18 deadline when the current Continuing Resolution ends and Congress hopes to adjourn for the holidays.
