Robert Loftis leads the Office of Reconstruction and Stabilization, which was designed to rapidly deploy U.S. civilians to areas of the world experiencing conflict or at risk of becoming unstable. Herbst coordinates strategy development and implementation for U.S. civilian engagements that can help support countries in transition, prevent escalation of conflict, and promote security on the ground. He also oversees the new Civilian Response Corps, an interagency team of civilian experts that can be called up quickly for missions overseas. As of 01/25/11
