 An outspoken advocate for development and diplomacy through her tenures as First Lady and U.S. Senator, Hillary Clinton highlighted the need for strengthened civilian resources during her run for the Presidency, and put that agenda into action as President Obama’s Secretary of State. Since she assumed her position, she has added an Under Secretary for Management and Budget (Jack Lew) to ensure adequate resources and improved oversight, launched a strategic review process to assess current diplomacy and development efforts and find areas for improvement (QDDR), taken a leadership role in major foreign policy initiatives such as an interagency food security project and women’s empowerment, and given major policy addresses in which she outlined a new, balanced approach to U.S. foreign policy.
