As Congress adjourned for its month-long August recess, the FY10 International Affairs Budget is on track to be funded at $51 billion, $2.9 billion or 5.4% below the Administration’s request. Before leaving town, the House passed all 12 Appropriations bills, while the Senate passed four bills. During the month long recess, House and Senate negotiators will begin informal discussions on the four bills that have passed thus far: Agriculture, Energy-Water, Homeland Security and Legislative Branch.

When Congress returns following the Labor Day holiday, the Senate will resume consideration of the remaining Appropriations bills and conference committees are expected to begin deliberations to reconcile differences between the House and Senate bills. Congress is expected to pass all 12 Appropriations bills individually for signature by the White House, thus avoiding the need to pass a larger Omnibus spending measure as in years past.
